Hebrews 4:14–16 NKJV

Seeing then that we have a great High Priest who has passed through the heavens, Jesus the Son of God, let us hold fast our confession. For we do not have a High Priest who cannot sympathize with our weaknesses, but was in all points tempted as we are, yet without sin. Let us therefore come boldly to the throne of grace, that we may obtain mercy and find grace to help in time of need.

Psalm 40:7–9 NKJV

Then I said, “Behold, I come; In the scroll of the book it is written of me. I delight to do Your will, O my God, And Your law is within my heart.” I have proclaimed the good news of righteousness In the great assembly; Indeed, I do not restrain my lips, O Lord, You Yourself know.

But in those sacrifices there is a reminder of sins every year. For it is not possible that the blood of bulls and goats could take away sins.

So, what then does he want to communicate to believers by explaining the plight of unbelievers?
